Simplify implementation of the tertiary sector decree with a charter of principles



EOL, a certified eco-energy consultancy, has been working since 2016 to develop actions to decarbonise logistics real estate. SYSTENZA, EOL's engineering and project management division, drafted the foundations of the charter thanks to its expertise in the subjects of optimising the energy performance of real estate.

We are proud to have contributed to the drafting of this text, which will help to advance the implementation of the tertiary sector decree.

The various players in the sector, represented by Afilog, Union TLF, France Supply Chain and Club Déméter, have signed a charter of common principles to organise and share responsibility for implementing actions to improve the energy performance of buildings, as provided for in the tertiary sector decree.

The tertiary sector decree does not specify in concrete terms how the responsibilities and benefits of its implementation are to be shared between operators and lessors. This is why it was necessary to work towards defining a body of common principles for a fair distribution of responsibilities and benefits between the parties, by establishing clear and applicable principles.

The text is based on four main principles: the need to act in the face of urgency, the fact that the owner is the driver of the action, the principle that the action is financed by the economy, the principle that the owner is the beneficiary of the action, and the principle that the action is financed by the economy.The text is based on four main principles: the need to act in an emergency, the fact that the owner is in charge of the action, the principle that the action is financed by the energy savings and the need to set up an appropriate management system.

The agreement was presented and symbolically signed at SITL 2024. This new initiative by the industry's players demonstrates their willingness to work together to advance the decarbonisation of the sector. It also shows that public authorities and private players are capable of working together to come up with practical, appropriate solutions.

A review is planned in two years' time to analyse the relevance of these principles to the implementation of the tertiary sector decree.
